The Guiding Principles and the Critical Third Pillar: Socio-Cultural Competence with Center for Applied Linguistics



In the Guiding Principles for Dual Language Education, 3rd edition, the third goal of dual language programs, socio-cultural competence, is a critical aspect of every component of dual-language programming and instruction. In fact, DL Programs serve as social incubators for the kind of socio-cultural introspection needed in our society today. Presenters from the Center for Applied Linguistics will examine ways that dual-language staff, students, families, and communities can adopt practices that move the needle on equity. Resources for the journey will also be shared.

Virginia Collier and Wayne Thomas


Dr. Virginia Collier is Professor Emerita of Bilingual/Multicultural/ESL Education at George Mason University in Fairfax, Virginia, located in the metropolitan area of Washington, D.C. She is best known for her work with senior researcher, Dr. Wayne Thomas, on school effectiveness for linguistically and culturally diverse students, working with many school districts in all regions of the U.S. over the past 34 years.


Dr. Wayne Thomas is Professor Emeritus of Evaluation & Research Methodology in the Graduate School of Education at George Mason University in Fairfax, Virginia, in the Northern Virginia suburbs of Washington, DC. His Ph.D. training and primary professional experience are in program evaluation methodology and social science research methods.

Dr. José L. Medina is the founder and Chief Educational Advocate at Dr. José Medina: Educational Solutions. Prior to establishing the boutique educational consulting firm, Dr. Medina was the Director of Languages and Culture at the Center for Applied Linguistics (CAL) in Washington, DC. José provides dual language technical assistance, professional development, and job-embedded support to dual language programs across the United States and globally. He is a former dual language school principal and has served as an administrator and educator at the elementary, middle, and high school levels. Dr. Medina is a co-author of the third edition of the widely used Guiding Principles for Dual Language Education. He has also authored three bilingual children’s poetry books focused on his testimonio.

Mariana Castro, Ph. D. is Deputy Director of the Wisconsin Center of Education Research at the University of Wisconsin Madison and a leader and researcher at WIDA, a project with the mission of advancing the academic achievement of multilingual learners. Castro has served the field of education as a science teacher, an ESL and bilingual educator and administrator, as a teacher educator and as a researcher.
